舞台は江戸時代、派手な美人画・役者絵が盛り上がっている文政13年（1830年）。家業の火消しで生計を立てる下級武士・歌川広重は、地味な画風で売れずもがいていた。しかし妻の加代だけは広重を気丈に励ましつつ、質屋に通い、身を削って彼を支えている。そんなとき、ある版元から渡されたうちわの絵に使われていた舶来絵具“ベロ藍”の美しさに衝撃を受けた広重は「この青が活きるのは空！」と叫ぶのだった。そして鬼才・葛飾北斎、同門の歌川国貞との差を感じつつも、周りの人間に支えられながら己の描きたい絵を追い求めていく。
